ENGINEER SCHOOL For equipment and maintenance of the Engineer School, including purchase and repair of instruments, machinery, implements, models, boats, and ma terial s for the us e of t he scho ol and to pr ovide means for the theoretical and practical instruction of Engineer officers and troops in their special duties as sappers and miners ; for land mining, pontoniering, and signaling ; for purchase and binding of scientific and professional works, papers, and periodicals treating on military en gineering and scie ntific su bjects ; f or textbo oks and - books of refer- ence for the library of the United States Engineer School ; for in cident al exp enses of the schoo l, inc luding chemic als, s tation ery, hardware, machinery, and boats ; for pay of civilian clerks, drafts- men, electricians, mechanics, and laborers ; for compensation of civilian lecturers ; for unforeseen expenses ; and for travel expenses of officers on journeys approved by the Secretary of War and made for the purpose of instruction, $22,410 : Provided, That the traveling expenses herein provided for shall be in lieu of mileage and other allowances ; and for other absolutely necessary expenses : Provided further, That section 3648, Revised Statutes, shall not apply to sub- scriptions for foreign and professional newspapers and periodicals to be pa id for from this a ppropr iation . ENGINEER EQUIPMENT OF TROOPS For pontoon material, tools, instruments, supplies, and appliances required for use in the engineer equipment of troops, for military surveys, and for engineer operations in the field, including the pur- c hase, main tena nce, opera tion, and repa ir of the nece ssary mot or cycles ; the purchase and preparation of engineer manuals and for a reserve supply of above equipment, $325,000 . EN GINEE R OPE RATIO NS IN THE FIELD For expenses incident to military engineer operations in the field, including the purchase of material and a reserve of material for such operations, the rental of storehouses within and outside of the District of Columbia, the operation, maintenance, and repair of ho rse-d rawn and motor -prop elle d pas senge r-ca rryin g veh icles , fo r s ervic es of sur veyor s, su rvey part ies, draft smen , pho togra pher s, master laborers, clerks, and other employees to Engineer officers on the staffs of division, corps area, and department commanders, and such expenses as are ordinarily provided for under appropriations for "Engineer depots" and "Military surveys and maps," $81,223 P rovide d, That when to the interest of the Government, funds appropriated under this head may be used for the purchase of options on mater ials f or use in en gineer opera tions i n the field : Provided further, That so much of this appropriation as is necessary to pro- vi de fac ilitie s for engine er tra ining of troo ps may be ex pended for military construction work of a temporary character at camps and cantonments and at training areas, for training purposes only .
