That the registration for such election, the manner of con- ducting the same, and the canvass of the returns of said election shall be, as nearly as practicable, in accordance with the requirements of law in general or special elections in said municipality, and said bonds shal l be i ssued only upon the condition that not less than 65 per centum of the votes cast at such election in said town shall be in favor of issuing said bonds . SEC. 4. That the bo nds above spe ci fie d, wh en authorized to be issued as hereinbefore provided, shall bear interest at a rate not to exceed 6 per centum per annum, payable semiannually, and shall not be sold for less than their par value with accrued interest and shall be in such denominations as the common council of said town may designate, but not exceeding $1,000 ea ch, f rom d ate thereof : Provided, however, That the common council of the said town of Anchorage may reserve the right to pay off such bonds in their numer- ical order at the rate of $10,0 00 or less thereof per annum from and after the expiration of fo ur years from their da te of issue . Principal and interest shall be payable in lawful money of the United States of America at the office of the town treasurer, town of Anchorage, Alaska, or at such other place as may be designated by the common council of the town of Anchorage, the place of pay- ment to be mentioned in said bonds : And provided further, That each and every such bond shall have the written signature of the mayor and clerk of said town of Anchorage and also bear the seal' of said town . SEC. 5 . That no part of the funds arising from the sale of said bonds shall be used for any purpose other than that specified in this Act . Said bonds shall be sold only in such amounts as the common council shall direct, and the proceeds thereof shall be disbursed by the treasurer of said town under the limitations hereinbefore imposed and unde r the direc tion o f sai d com mon c ouncil from time to time as the same may be required for the purposes aforesaid . CHAP . 271 .-An Act Authorizing an appropriation for the survey and inves- tigation of the placing of water on the Michaud division and other lands in the Fort Hall Indian Reservation . Be it enacted by the Senate and House of Representatives of the Un ited Sta tes of A meri ca in Co ngre ss a ssem bled , That th ere is hereby au thori zed to be ap prop riat ed, out of any mone y in the Treasury not otherwise appropriated, the sum of $25,000 for surveys and investigation to determine the feasibility and cost of irrigating the Michaud division and oth er lands on the Fort Ha ll Indian Reservation : Provided, That said sum, or any part thereof that may be expended for this work, shall be reimbursable when this or any other division of the project for which surveys shall be made here- under is adopted for construction under such rules and regulations as may be prescribed by the S ecret ary of the Inter ior, a nd th ere is hereby created a first lien against all such lands that may be brought within said division or divisions of the Fort Hall project, which lien shall attach to all lands benefited from the date of the adoption of the par ti cul ar un it of the pr oje ct under which su ch lan ds li e for cons truction, and sa id lien shall in clude all expendi tures made therefor and shall be recited in any patent issued after the adoption of any such unit of the project for construction .
