Investigation of agri- For all necessary expenses in the investigation of fruits, fruit trees, cultural products, etc . grain, cotton, tobacco, vegetables, grasses, forage, drug, medicinal, poisonous, fiber, and other plants and plant industries in cooperation with other branches of the department, the State experiment stations, and practical farmers, and for the erection of necessary farm build- ings : Provided, That the cost of any building erected shall not exceed $1,500 ; for field and station expenses, including fences, drains, and other farm improvements ; for repairs in the District of Columbia and elsewhere ; for rent outside of the District of Columbia ; and for the employme nt of all investig ators, lo cal and s pecial ag ents, agr icul- tural explorers, experts, clerks, illustrators, assistants, and all labor and other necessary expenses in the city of Washington and else- where required for the investigations, experiments, and demonstra- tions herein authorized as follows For necessary expenses for general administrative purposes, includ- ing the s alary of chi ef of bureau and o ther pe rsonal servi ces in the Dis trict of Col umbia, $193, 120. Pathological laboratory : For inv estiga tions of pla nt dis eases and pathological collections, including the maintenance of a plant-disease survey, $114,440 . Fruit diseases : For the investigation of diseases of orchard and oth er fruits , includi ng the di seases of the peca n, $184,4 00 . Citrus canker eradication : For conducting such investigations of the natur e and means of com munica tion o f the d isease of ci trus t rees kno wn as citrus canke r, and for a pplyin g such method s of e radica tion or control of the disease as in the judgment of the Secretary of Agr icultu re may be ne cessar y, inc luding the pa yment of suc h expe nses and the employment of such persons and means, in the city of Washington and elsewhere, and cooperation with such authorities of the States concerned, organizations of growers, or individuals, as he may deem necessary to accomplish such purposes, $45,000, and, in the discretion of the Secretary of Agriculture, no expenditures shall be made for these purposes until a sum or sums at least equal to such expenditures shall have been appropriated, subscribed, or contributed by State, county, or local authorities, or by individuals Proviso.
