CH. 656. 1928 . lasses, and all other auxiliaries ; labor in navy yards and on foreign stations ; purchase of machinery and tools for use in shops ; carrying on work of experimental model tank and wind tunnel ; designing naval vessels ; construction and repair of yard craft, lighters, and barges ; wear, tear, and repair of vessels afloat ; general care and protection of the Navy in the line of construction and repair ; inci- den tal ex penses for ves sels a nd navy yards, inspe ctors' offices , such as photographing, books, professional magazines, plans, stationery, and instruments for drafting room, and for pay of classified field force under the bureau ; services, instruments and apparatus, supplies, and technical books and periodicals necessary to carry on experi- mental and research work ; for payment of part time or intermittent employment in the District of Columbia, or elsewhere, of such scientists and technicists as may be contracted for by the Secretary Equipment supplies . of the Navy, in his discretion, at a rate of pay not exceeding $20 per diem for an y pers on so emplo yed ; for hemp, wi re, iron, and other materials for the manufacture of cordage, anchors, cables, galleys, and chains ; specifications for purchase thereof shall be so prepare d as shall gi ve fair and fr ee competitio n ; c anvas for the manufacture of sails, awnings, hammocks, and other work ; interior app liance s and tools for m anufac turing purp oses i n navy yards and naval stations ; and for the purchase of all other articles of equipage at home and abroad ; and for the payment of labor in equipping vessels therewith and manufacture of such articles in the several navy yards ; naval signals and apparatus, other than electric, namely, signals, lights, lanterns, running lights, and lamps and their appendages for general use on board ship for illuminating purposes ; and oil and candles used in connection therewith ; bunting and other materials for making and repairing flags of all kinds ; for all permanent galley fittings and equipage ; rugs, carpets, cur- tains, and h angings on bo ard naval ves sels, $17,228, 000, of which proviso .

sum $200, 000 shall be a vailable imme diately : Provi ded, That the Clerical, etc ., serv- ice s . sum to be paid out of this appropriation, under the direction of the Secretary of the Navy, for clerical, drafting, inspection, watchmen (ship keepers), and messenger service in navy yards, naval stations, and offi ces of s uper inte ndin g na val cons truc tors for the fis cal year ending June 30, 1929, shall not exceed $1,828,000 . Experimental work, Vehicles, etc. BUREAU OF ORDNANCE ORDNANCE AND ORDNANCE STORES, BUREAU OF ORDNANCE F or pro curing , prod ucing , pres erving , and handl ing or dnance material, for the armament of ships ; for fuel, material, and labor to be used in the general work under the cognizance of the Bureau of Ordnance ; for furniture at naval ammunition depots, torpedo stations, naval ordnance plants, and proving grounds ; for technical books ; plant appliances as now defined by the " Navy Classification of Accounts" ; for machinery and machine tools ; for experimental work in connection with the development of ordnance material for the Navy ; for maintenance of proving grounds, powder factory, torpedo stations, gun factory, ammunition depots, and naval ordnance plants, and for target practice ; not to exceed $15,000 for minor improvements to buildings, grounds, and appurtenances of a char- acte r wh ich can be p erfo rmed by regu lar stat ion labo r ; for payment of part time or intermittent employment in the District of Columbia or elsewhere, of such scientists and technicists as may be contracted for by the Secretary of the Navy in his discretion at a rate of pay not exceeding $20 per diem for any person so employed ; for the maintenance, repair, and operation of horse-drawn and motor-
