the United States, and either through them or directly with private and other agencies, in making a comprehensive survey of the present and prospective requirements for timber and other forest products in the U nited St ates, an d of timb er suppl ies, inc luding a determi na- tion of the present and potential productivity of forest land therein, and of s uch other fac ts as may be necessary in the determination of ways and means to balance the timber budget of the United States . There is hereby authorized to be appropriated annually, out of any mo ney in the Treasury not otherwise appropriated, not more than $250,000 : Provided, That the total appropriation of Fed- eral funds under this section shall not exceed $3,000,000 . SEC. 10. That for such investigations of costs and returns and the possibility of profitable reforestation under different conditions in the diff erent fo rest reg ions, of the prop er funct ion of t imber gr ow- ing in diversified agriculture and in insuring the profitable use of marginal land, in mining, transportation, and in other industries, of the most effective distribution of forest products in the interest of both consumer and timber grower, and for such other economic investigations of forest lands and forest products as may be neces- sa ry, ther e is her eby auth orized t o be app ropriate d annual ly, out of any m oney in the Treasury not ot herwise appropriated, not more than $250,000. C H AP . 679 .-An Act Au thorizing the Sa int Croix Inters tate Bridge Com- pany, its successors and assigns, to construct, maintain, and operate a bridge a c ro s s the Saint Croix River near Grantsburg, Wisconsin . Be it enacted by the Senate and House o f Representatives o f the United Stat es of Ameri ca in Cong ress a ssemb led, That in order to fa cilitate interst ate comm erce, im prove th e postal service , and pr o- vide for military and o ther purpo ses, t he Sa int C roix I nters tate Bridge Company, of Grantsburg, State of Wisconsin, its successors and assigns, is hereby authorized to construct, maintain, and operate a bridge and approaches thereto across the Saint Croix River, at a point suitable to the interests of navigation, at or near the Grants- burg Road, near the village of Grantsburg, State of Wisconsin, in ac cord ance wit h the pr ovis ions of the Act enti tled "An Act to regulate the construction of bridges over navigable waters," approved Ma rch 23, 1906 , and su bjec t to the con diti ons and limi tati ons contained in this Act . SEC. 2. There is hereby conferred upon the Saint Croix Interstate Bridge Company, its successors and assigns, all such rights and powe rs to en ter upon lands a nd to acq uire, co ndemn, o ccupy, p ossess, and use real estate and other property needed for the location, construction, operation, and maintenance of such bridge and its approaches as are possessed by railroad corporations for railroad pur- poses or by bridge corporations for bridge purposes in the State in which such real estate or other property is situated, upon making just compensation therefor, to be ascertained and paid according to the laws of such State, and the proceedings therefor shall be the same as in the condemnation or expropriation of property for public purpos es in su ch State . SEC . 3 . The said Saint Croix Interstate Bridge Company, its suc- cessors and assigns, is hereby authorized to fix and charge tolls for transit over such bridge, and the rates of toll so fixed shall be the
