PROCLAMATIONS, 1928, Wherea.8, under and by virtue of said section of said act, the United Sta.tes Tariff Commission has made an investigation to assist the President in ascertaining the differenceR in costs of production of and of all other facta a.nd conditions enumerated in said section with respect to the article described in paragraph 5 of Title I of said tariff act of 1922, namely, sodium silicofluoride, being wholly or in pnrt the growth or product of the United States, and of and with reflpect to the like or similar article wholly or in part the growth or product of competing foreign countries; Whereas in the course of said investigation a hearing was held, of which l'0asonable public notice was given and at which parties int.er- ested were given rea..."lonable opportunity to be present, to produce evidence, and to be heard; Whereas the President upon said investigation of said differences in costs of production of sodium rulicofluoride, wholly or in part the growth or product of the United States and of the like or similar article wholly or in part the growth or product of competing foreign countries, has thereby found- That the principal competing country is Denmark; That the duty fixed in said title and act does not equalize the dif- ferences in costs of production in the United States and in said prin- cipal competing countr,f, namely Denmark; That the differences in costs of production in the United States and the principal competing country are greater than the amount of the present du~y at thera.te of 25 per centum ad valorem increased by the total maximum increase authorized under said section, sub- division (a); And that said differences in costs of production in the United States and the principal competing country can not be equalized by pro- ceeding under the provisions of subdivision (a) of said section and act, that is to say, by increasing the duty to the extent of 50 per centum of the existing duty applied to the value of the imported article in the country of exportation, ~y~~t~J'~rri3~ Now, ~herefore, I, Calvin C?olidge, Presid~nt of the United States to equalize differences of Amenca., do hereby determme andrl'oclalIU that the rate of duty in cost of production. h b 'd diff ' t d'fd' il' sown ySal erencesmcoss0 prouctIOn0 somms1CO- Rate. fluoride, in the United States and in the principal competing country necessary to equalize such differences, within the limit provided in said section, is the rate of 25 per centum ad valorem based and assessed upon the American sell~ price as defined in subdivision (f) of section 402 of said act, of similar sodium ·silicofluoride manufac- tured or produced in the United States, In witness whereof, I have hereunto set my hand and caused the seal of the United States to be affixed.
