Para su funcionamiento postal se BUjetara al Reglamento que formule la Oficina Inter- nacional de 180 Uni6n Postal Pan- americana, previo a.cuerdo con la Administraci6n de Correos de Panama y con las demas inte- resadas. 3. El personal adscrito al ser- vicio de la mencionada Oficina, 10 designara 180 Administra.ci6n de Panama. 4. Los gastos que demande el sostenimiento de esta Oficina, quedar{m a cargo de los pafses que utilicen los servicios de 180 misma, proporcionalmente a 180 canti- dad de correspondencia que inter- cambien por su mediaci6n. La Administraci6n de Panama an- ticiparalas cantidades necesarias para el objeto, las cuales deberan reintegrarsele trimestralmente. Articulo 16 ARBITRAJES Todo conflicto 0 desacuerdo que se suscite en las relaciones postales de los pafses contratan- tes, sera resuelto por juicio arbi- tral que se realizara en 180 forma establecida en el articulo 10 de 10. For iti postal operations, it will be governed by the Regula- tions formulated by the Inter- national Office of the Pan-Ameri- can Postal Union, aft.er agree- ment with the Administration of Posts of Panama and the other interested Administrations. 3. The personnel assigned to the service of the said Office will be designated by the Adminis- tration of Panama. 4. The cost of maintaining this Office will be charged to the countries which utilize the serv- ices thereof, in proportion to the amount of correspondence which they exchange thru its inter- mediary.
