2638 Local Intervention limited. Territories embraced by Treaty provisions. TREATY-HO~'DURAS. DECEKBER 7, 1927. Contracting Party wrecked upon the coasts of the other shall be directed by the consular officer of the country to which the vessel belongs and within whose district the wreck mar have occurred. Pending the arnval of such officer, who shall be immediately in- fonned of the occurrence, the local authorities shall take all necessary measures for the pro- tection of persons and the preser- vation of wrecked property. The local authorities shall not other- wise interfere than for the main- tenance of order, the protection of the interests of the salvors, if these do not belong to the crews that have been wrecked and to carry into effect the arrange- ments made for the entry and exportation of the merchandise saved. It is understood that such merchandise is not to be subjected to any custom house charges, unless it be intended for consumption in the country where the wreck may have taken place. The intervention of the local authorities in t1.lese different cases shall o~on no expense of any kind, except such as may be caused by the operations of sal- vage and the preservation of the goods saved, together with such as would be incurred under simi- lar circumstances by vessels of the nation. ARTICLE XXVIII. En espera de la llegada de dicho funcionario, que sera. informado iruuOOiatamente de 10 ocurrido, las autoridades locales tomaran las medidas necesanas para la protecci6n de las personas y preservaci6n de la propiedad n{l.Ufraga. Fuera de eso, las auto- ridades locales no intervendran sino en el mantenimiento del orden, protecci6n de los intereses .de los salvadores si estos no pertenecen a. 10. tripulaci6n que hubiere naufragado y para llevar a efecto los o.rreglos hechos para la introducci6n y exportaci6n de la mercancfa salvada. Es enten- dido que tales mercanc1as no quedan sujetas a. ninglin impuesto aduanero, a. menos que se des- tinen al consumo del pais en donde el naufragio hubiere tenido lugar. La intervenci6n de las autori- dades locales en esos diferentes casos no ocasionara gastos de ninguna clase, salvo los ocasio- nados en las operaciones de salva- mento y preservaci6n de las mcrcaderias salvadas y los que estarian en circunstancias simi- lares a. cargo de los barcos de la naci6n. ARTICULO XXVIII. Con las limitaciones 0 ex- cepciones expresadas anterior- mente en este convenio 0 que despues se convengan, los terri- tonos de las Altas Partes Con- tratantes a. los que se extiendan las estipulaciones de este Tratado se entendera que comprenden todas las extensiones de tierra, aguas y &ire sobre las cuales las Partes respectivamente preten- dan y ejerzan dominio como soberanas de ellas, exceptuandose la Zona del Canal de Panama..
