Cs. 280 . 1931 . direction of the Secretary of Commerce, and under the following heads : Promoting commerce in Europe and other areas : I nves tiga tion s in Europe and other areas for the promotion and development of the . foreign commerce of the United States, $909,400 ; Promoting commerce in Latin America : Investigations in Latin Amer ica fo r the promo tion a nd dev elopme nt of the f oreign com- merce of the United States, $528,700 ; Promoting commerce in the Far East : Investigations in the Far East for the promotion and development of the foreign commerce of the United States, $420,260 ; Promoting commerce in Africa : Investigations in Africa for the promotion and development of the foreign commerce of the United States, $105,940 ; District and cooperative office service : For all expenses necessary to operate and maintain district and cooperative offices, including personal ser vices in the District of C olumbia and el sewhere, rent outside of the Distirct of Columbia, traveling and subsistence expenses of officers and employees, purchase of furniture and equip- ment, statio nery and supp lies, typewri ting, adding, and computing machines, accessories and repairs, purchase of maps, books of ref- erence and periodicals, reports, documents, plans, specifications, manuscripts, not exceeding $1,200 for newspapers, both foreign and domestic, and all other publications necessary for the promotion of the commercial interests of the United States, and all other inci- dental expenses not included in the foregoing, $736,280 : Provided, That the Se cretar y of Commer ce may requi re as a con dition for the opening of a new office or the continuation of an existing office that commercial organizations in the district affected provide suit- able quarters without cost to the Government or at rentals at lower than prevailing rates . The Secretary may, at his discretion, refuse to open a new office or continue an existing office where such assist- ance from lo cal commercia l organizatio ns is not prov ided ; Enforcement of China Trade Act : To carry out the provisions of the Act entitled " China Trade Act, 1922 " (U. S. C., title 15, sets. 141-162), including personal services in the District of Columbia and elsewhere, traveling and subsistence expenses of officers and employ- ees, purchase of furniture and equipment, stationery and supplies, typewriting, adding and computing machines, accessories and repairs, purchase of books of reference and periodicals, reports, docu- ments, plans, specifications, maps, manuscripts, and all other publi- cations ; rent outside the District of Columbia ; ice and drinking water for office purposes, and all necessary expenses not included in the foregoing, $30,800 : Provided, That payment in advance for tele- phone and other similar services under this appropriation is hereby authorized ; Export industries : To enable the Bureau of Foreign and Domestic Commerce to investigate and report on domestic as well as foreign problems rel ating to the production, d istribution, a nd marketing, in so far as they relate to the important export industries of the United States, including personal services in the District of Colum- bia, traveling and subsistence expenses of officers and employees,, purchase of furniture and equipment, stationery and supplies, type- writing, add ing, and comp uting machine s, accessories and repairs, books of reference and periodicals, reports, documents, plans, speci- fications, manuscripts, and all other publications, rent outside of the District of Columbia, ice and drinking water for office purposes, and all other incidental expenses connected therewith, $1,013,131 ;
