No part of the funds of the United States Shipping Board Mer- chant Fleet Corporation shall be available during the fiscal year 1932 for the purchase of any kind of fuel oil of foreign production for issue, delive ry, or sale t o ships at po ints ei ther in the U nited S tates or its possessions, where oil of the production of the United States or its possessions is available, if the cost of such oil compared with foreign oil costs be not unreasonable . That in the expenditure of appropriations in this Act the United States Shipping Board Merchant Fleet Corporation shall, except as provided in th e preceding p aragraph, unl ess in its dis cretion the interest of the Government will not permit, purchase for use, or contract for the use of, within the limits of the United States only articles of the growth, production, or manufacture of the United States, notwithstanding that such articles of the growth, production, or manufacture of the United States may cost more if such excess of cost be not unre ason able . Of the sums herein made available under the United States Ship- ping Board, not to exceed an aggregate of $200,000 shall be expended for compensation of regular attorneys employed on a yearly salary basis and for fees and expenses of attorneys employed in special cases . Construction-loan fund : For an additional amount for the con- struction-loan fund as authorized by section 302, Title III, of the Merchant Marine kct of 1928 (U . S . C ., Supp . III, title 46, sec . 891d), $35,000,000 . The authority granted to the United States Shipping Board by the Second Deficiency Act, fiscal year 1928, to enter into contracts to make loans from the Construction Loan Fund is hereby increased from $150,000,000 to $185,000,000 . Total, United States Shipping Board, $37,406,000 . UNIT ED STATES SU PREM E CO URT BUIL DING COMMI SSIO N rSupreme Court Building : For continuing the construction of the building for the United States Supreme Court in accordance with the provisions of the Act entitled "An Act to provide for the con- struction of a building for the Supreme Court of the United States," approved December 20, 1929 (46 Stat ., pp . 50-51), $3,750,000, to ema in available until expende d : Pr ovid ed, T h a t f or the purpose s authorized by said Act authority is hereby granted to enter into con- tracts which, including the amounts here tofore and her ein appro- priated, shall not exceed a total of $9,740,000 . VETERANS' ADMINISTRATION Administration, Medical, Hospital, and Domiciliary Services : For all salaries and expenses of the Veterans' Administration, including the expe nses of main tena nce and oper atio n of med ical , ho spit al, and domiciliary services of the Veterans' Administration, in carrying out the duti es, powe rs, and func tion s de volv ing upon it purs uant to the authority contained in the Act entitled "An Act to authorize the President to consolidate and coordinate governmental activities affecting war veterans," approved July 3, 1930 (46 Stat ., p . 1016), and any and all laws for which the Veterans' Administration is now or may hereafter be charged with administering, $110,228,707 : Pro- vided, That not to exceed $3,500 of this amount shall be available for expenses, except membership fees, of employees detailed by the Administrator of Veterans' Affairs to attend meetings of associations for the promot ion of medica l science and annual nation al conven- 1373 Restriction on pur chase of foreign fuel oil .
