Mount Vernon highway police : For pay and allowances and for uniforming and equipping, in accordance with the provisions of the act of May 27, 1924, as amended, the police force to be engaged in patrolling the Mount Vernon Memorial Highway in the State of Virginia, as authorized by the Act approved May 29, 1930 (46 Stat ., p . 483), inclu ding the pu rchase, iss ue, operati on, mainten ance, repair , exchange and storage of revolvers, bicycles, motor-propelled pa s- senger-carrying vehicles and ammunition, fiscal year 1932, $13,100 . Construction of heating plant, West Potomac Park : For the construction of a building on Square E 87, in the District of Colum- bia, for use as a heating plant to replace the present plant located on square numbered 147 to be removed under the provisions of the Act approved May 16, 1928 (45 Stat ., p . 590), as amended by the P ublic Res olution ap proved De cember 23, 1929 (46 Stat ., p. 55), including all expenses incident to the design of building and plant, t he purchase and instal lation of b oilers, the procurement and instal la- tion of all necessary equipment, construction of pipe tunnels and s team lines , and remov al of exist ing p lant a nd eq uipme nt, $7 50,00 0, to remain available until June 30, 1932 : Provided, That not to exceed $5,000 of this appropriation shall be available for the employment on such terms as the Director of Public Buildings and Public Parks shall decide, of expert consultants, engineers, or firms, partnerships, o r associati ons thereof , including the facili ties, servic e, travel, a n d o ther expen ses of thei r res pectiv e org anizat ions so fa r as e mploy ed upon this project, in accordance with the usual customs of th eir professions, without regard to the restrictions of law governing the e mploy ment, salar ies, or tr avelin g exp enses of re gular emplo yees of t he Un ited States .
