Cg. 341. 1930 . paratu bercul ous an imals , if s uch an imals have been d estroy ed, condemned, or die after condemnation, he may, in his discretion, and in accordance with such rules and regulations as he may pre- scribe, expend in the city of Washington or elesewhere such sums as he shall determine to be necessary, within the limitations above provided, for the payment of indemnities, for the reimbursement of owners of such animals, in cooperation with such States, Terri- tories, counties, or municipalities, as shall by law or by suitable action in keeping with its authority in the matter, and by rules and regulations adopted and enforced in pursuance thereof, provide inspection of tuberculous or paratuberculous animals and for com- pensation to owners of animals so condemned, but no part of the money hereby appropriated shall be used in compensating owners of such animals except in cooperation with and supplementary to payments to be made by State, Territory, county, or municipality where condemnation of such animals shall take place, nor shall any payment be made hereunder as compensation for or on account of any such animal if at the time of inspection or test, or at the time of condemnation thereof, it shall belong to or be upon the premises of any person, firm, or corporation to which it has been sold, shipped, or delivered for the purpose of being slaughtered

Provided further, That out of the money hereby appropriated no payment as compen- sation for any animal condemned for slaughter shall exceed one- third of the difference between the appraised value of such animal and the value of the salvag e thereof ; th at no paymen t her eunder shall exceed the amount paid or to be paid by the State, Territory, county, and municipality where the animal shall be condemned ; that in no case shall any payment hereunder be more than $35 for any grade animal or more than $70 for any purebred animal, and that no payment shall be made unless the owner has complied with all lawful quarantine regulations . Fo r al l ne cess ary expe nses for the era dica tion of sout hern cat tle ticks, $747,000, together with $23,000 of the unexpended balance of the appropriation for this purpose for the fiscal year 1929 : Provided, That no part of this appropriation shall be used for the purchase of animals or in the purchase of materials for or in the construction of dipping vats upon land not owned solely by the United States, except at fairs or expositions where the Department of Agriculture makes exhibits or demonstrations ; nor shall any part of this appropriation be used in the purchase of materials or mixtures for use in dipping vats except in experimental or demon- stration work carried on by the official s or agents of the Bureau of Ani mal In dustry . Animal husbandry : For all necessary expenses for investigations and experiments in animal husbandry ; for experiments in animal feeding and breeding, including cooperation with the State agri- cultural experiment stations, including repairs and additions to and erection of buildings absolutely necessary to carry on the experi- ments, including the employment of labor in the city of Washing- ton and elsewhere, rent outside of the District of Columbia, and all other necessary expenses, $719,535, including $12,500 for livestock experiments and demonstrations at Big Springs, Texas, to be avail- able only when the State of Texas, or ot her cooperatin g agency in Texas shall have appropriated an equal amount or, in the opinion of the Secretary of Agriculture, shall have furnished its equivalent in value in cooperation for the same purpose during the fiscal year ending June 30, 1931 : Provided, That of the sum thus appropriated $190,450 may be used for experiments in poultry feeding and breeding . 57894•-31-26 401 Cooperation of States, etc ., required.
