TEMPORARY GOVERNMENT FOR WEST INDIAN ISLANDS For expenses incident to the occupation of the Virgin Islands and to the execution of the provisions of the Act providing a temporary go vernme nt for the W est I ndian Island s acq uired by the Unite d States from Denmark, and for other purposes, approved March 3, 1917 (U . S . C ., title 48, see . 1391), to be applied under the direction of the President, $421,000, of which $15,0000 may be expended for public wells, and in addition thereto such an amount (not in excess of $20,000) as may be equiva lent to (a) t he total of th e unobligated balances of the revenues collected and paid into the treasuries of such islands during the fiscal year 1930, and of the appropriation "Tem- po rary G overnm ent fo r Wes t Indi an Isl ands, 1930," plus (b) the sum by which the revenues collected and paid into the treasuries of such islands during the fiscal year 1931 exceed the sum of $265 ,000 : Pr ovid ed, That no part of any appropriation contained in this Act shall be paid to anyone holding office in the Colonial Councils of the Virgin Islands or other public office under the government of said islands who owes allegiance to any country other than the United States of America . STATE MARINE SCHOOLS, ACT MARCH 4, 19 11 NAVAL R ESEA RCH LA BOR ATO RY For laboratory and research work and other necessary work of the naval resear ch lab oratory for th e bene fit of the nav al ser vice, i nclud- ing operation and maintenance of a laboratory, additions to equip- ment necessary properly to carry on work in hand, maintenance of buildings and grounds, temporary employment of such scientific civilian assistants as may become necessary, and subscriptions to technical periodicals, to be expended under the direction of the Sec- retary of the Navy, $230,000 : Provided, That $15,000 of this appro- priation shall be available for the temporary employment of civilian scient ists an d tech nicists requir ed on special proble ms : Provided fur- ther, That the sum to be paid out of this appropriation for technical, drafting, clerical, and messenger service shall not exceed $100,000 in addition to the amount authorized by the preceding proviso .
