(a) All colors, dyes, or stains, whether soluble or not in water, gr ap chemicals, me- exc ept t hose prov ided for i n su bpara graph (b), co lor acids, color bases, colo r lakes, leuco-com pounds, whether c olorless or not, i ndoxyl, and indoxyl compounds ; ink powders ; photographic chemicals ; acetanilide suitable for medicinal use, acetphenetidine, acetylsalicylic acid , antipy rine, b enzaldeh yde sui table f or medic inal us e, benzo ic acid suitable for medicinal use, beta-naphthol suitable for medicinal use, guaiacol and its derivatives, phenolphthalein, resorcinol suitable for medic inal use, salicyli c acid and its sal ts suitable for m edicinal use, salol, and other medicinals ; sodium benzoate ; saccharin ; artificial mus k, be nzyl acet ate, benzy l be nzoat e, co umari n, d iphen yloxi de, methy l anthr anilate, methyl salicyl ate, ph enylace taldehyd e, phen yl- ethyl alcohol, and other synthetic odoriferous or aromatic chemicals, including flavors, all these products not marketable as perfumery, cosmetics, or toilet preparations, and not mixed and not compounded, and not containing alcohol ; synthetic phenolic resin and all resin- lik e pro ducts pre pared from phe nol, creso l, ph thal ic an hydri de, coumarone, indene, or from any other article or material provided for in paragraph 27 or 1651, all these products whether in a solid, semisolid, or liquid condition ; synthetic tanning materials ; picric acid, trinitrotoluene, and other explosives except smokeless powders

Specific duties on (e) The specific duties provided for in this paragraph on colors, colors, dyes, or stains, based on standards oY dyes, or stains, whether soluble or not in water, color acids, color strength , bases, color lakes, leuco-compounds, indoxyl, and indoxyl compounds, shall be based on standards of strength which shall be established by the Secretary of the Treasury, and upon all importations of such articl es which exceed such s tandards of str ength th e speci fic duty shall be computed on the weight which the article would have if it were diluted to the standard strength, but in no case shall any such
