CHAP. 513 .-Joint Resolution Providing for the participation of the United [n.J. Res. 289.]

States in the celebration of the one hundred and fiftieth anniversary of the siege (Pub . Res., No . 89.] of Yorktown, Virginia, and the surrender of Lord Cornwallis on October 19, 1781, and authorizing an appropriation to be used in connection with such celebration, and for other purposes . Resolved by the Senate and House of Representatives of the United States o f A merica in Congre ss assembled, T h a t the commission here- tofore created pursuant to H. Con . Res. 43, Seventieth Congress, first session, and known as the United States Yorktown Sesqui- centennial Commission be, and the same is hereby, continued by the same name and he reina fter r eferr ed to as the comm ission . Any vacancies arising in the personnel of the said commission shall be filled as follows : Any vacancie s occurr ing amon g the Sen ators sh all be fil led by ap poi ntm ent by the President of the Se nat e, and any vacancies occurring among the Members of the House of Represen- tatives shall be filled by appointment by the Speaker of the House of Representatives . S E C . 2 . That there is hereby authorize d to be appropri ated, out of any money in the Treasury not otherwise appropriated, not exceed- ing $200,000 to be expended in the discretion of the commission in carrying out the purposes of this resolution, in doing such work, securing such grounds, providing such buildings and facilities, and meeting such expenses as the commission may deem necessary for the appropriate participation of the United States in the celebra- tion and observance of the one hundred and fiftieth anniversary of the siege of Yorktown, Virginia, and the surrender of Cornwallis on October 19, 1781 . SEC. 3. That the said commission is authorized to formulate and secure the proper execution of appropriate plans for said celebra- tion ; to employ or assist in employing all necessary employees and assistants for the proper execution of its duties under this resolution ; to cooperate wi th any and all o ther organizatio ns, associations, and agencies, Federal, State, or municipal, civic and patriotic, that may be in tere sted in sa id c elebr ation to enter into suc h con tract s, p erfor m such work, and do all such other things as may be necessary or proper to carry into full effect the intents and purposes of this Accepta nce of gifts, resol utio n . loans, etc. SEC . 4 . That the commission may in its discretion accept for the purposes of said celebration gifts of money or property, leases of l and, and loans o f propert y . SEC . 5. That the said commission be, and the same is hereby, authorized to call up on the War Department, the Navy Department, the Interior Department, and the Commission of Fine Arts, in Wash- i ngt on, Di str ict of Columbia, for the ir assistance and adv ice in connection with the performance of the duties of said United States Yorktown Sesquicentennial Commission, and the said War Depart- ment, Navy Department, the Interior Department, and Commission of Fine Arts are directed to render such assistance and advice as t heir oth er dutie s may per mit and as may b e within their po wer . SEC. 6. All expen ditures of the c ommission shall be paid by the Treasurer of the United States upon the app rov al of the ch air man and the secreta ry of the commis sion . SEC. 7. That the members of the commission shall receive no com- p ensa tion for t heir serv ices, but shal l be paid thei r act ual and n eces- sary traveling, hotel, and other expenses incurred in the discharge of t heir official du ties outside of the District of C olumbia to be pa id out of the moneys authorized in section 2 of this resolution : Pro- v ided, ho wever, That the expendit ures und er this section o f this resolution shall not exceed in the aggregate the sum of $5,000 .
