several States for the current fiscal year shall be made on the basis of an amount equal to that part of the appropriation granted herein which is available for new obligations. Salaries and expenses, hospital construction services: For salaries and expenses incident to carrying out title VI of the Act, as amended, including the purchase of not to exceed one passenger motor vehicle for replacement only, $1,166,465. Hospitals and medical care: For carrying out the functions of the Public Health Service under the Act of August 8, 1946 (5 U.S.C. 150), and under sections 321, 322, 324, 326, 331, 332, 341, 343, 344, 502, 504, and 710 of the Public Health Service Act, and Executive Order 9079 of February 26, 1942, including purchase and exchange of f arm products and livestock; purchase of not to exceed nine passenger motor vehicles, including four ambulances, for replacement only; and firearms and ammunition; $30,200,000: Provided, That when the Public Health Service establishes or operates a health service program for any department or agency, payment for the estimated cost shall be made in advance for deposit to the credit of this appropriation. Foreign quarantine service: For carrying out the purposes of sections 361 to 369 of the Act, relating to preventing the introduction of communicable diseases from foreign countries, the medical examination of aliens in accordance with section 325 of the Act, and the care and treatment of quarantine detainees pursuant to section 322(e) of the Act in private or other public hospitals when facilities of the Public Health Service are not available, including insurance of official motor vehicles in foreign countries when required by law of such countries; and the purchase of not to exceed five passenger motor vehicles for replacement only; $2,900,000. National Institutes of Health, operating expenses: For the activities of the National Institutes of Health, not otherwise provided for, including research fellowships and grants for research projects pursuant to section 301 of the Act; the regulation and preparation of biologic products; the purchase of not to exceed three passenger motor vehicles for replacement only; not to exceed $1,000 for entertainment of visiting scientists when specifically approved by the Surgeon General; erection of temporary structures; and grants of adrenocorticotropic hormone ( ACT H), cortisone, and other chemical substances, and for development of other related compounds; $15,500,000. National Cancer Institute: To enable the Surgeon General, upon the recommendations of the National Advisory Cancer Council, to make grants-in-aid for research and training projects relating to cancer; to cooperate with State health agencies, and other public and private nonprofit institutions, in the prevention, control, and eradication of cancer by providing consultative services, demonstrations, and grantsin-aid; tor the purchase of not to exceed two passenger motor vehicles for replacement only; and to otherwise carry out the provisions of title IV, part A, of the Act; $19,500,000, of which not less than $4,625,0{)0 shall be available exclusively for payment of obligations for research and training grants incurred under authority heretofore granted under this head. Mental health activities: For expenses necessary for carrying out the provisions of sections 301, 302, 303, 311, 312, and 314 (c) of the Act with respect to mental diseases, $10,518,987, of which not less than $573,000 shall be available exclusively for payment of obligations for research and training grants incurred under authority heretofore granted under this head. National Heart Institute: For expenses necessary to carry out the purposes of the National Heart Act, including the purchase of not to exceed one passenger motor vehicle for replacement only, $10,000,000.
