Of the amount appropriated under the preceding paragraph, $1,000,000 is for partial liquidation of the contract authority granted under the appropriation "General fund, construction, Missouri Kiver Basin", in the Interior Department Appropriation Act, 1950. OPERATION A N D M A I N T E N A N C E

For operation and maintenance of reclamation projects or parts thereof and of other facilities, as authorized by law; and for a soil and moisture conservation program on lands under the jurisdiction of the Bureau of Reclamation, pursuant to law, $15,977,594, of which $12,476,494 shall be derived from the reclamation fund and $1,671,000 shall be derived from the Colorado River dam fund, and of which not to exceed $10,698,514 shall be available for personal services: Provided, That funds advanced for operation and maintenance of reclamation projects or parts thereof shall be deposited to the credit of this appropriation and may be expended for the same objects and in the same manner as sums appropriated herein may be expended, and the unexpended balances of such advances shall be credited to the appropriation for the next succeeding fiscal year. GENERAL ADMINISTRATIVE E X P E N S E S

For necessary expenses of general administration and related functions in the offices of the Commissioner of Reclamation and in the regional offices of the Bureau of Reclamation, $5,478,203, of which not to exceed $4,696,178 shall be available for personal services, to be derived from the reclamation fund and to be nonreimbursable pursuant to the Act of April 19, 1945 (43 U.S.C. 377): Provided, That no part of any other appropriation in this Act shall be available for activities or functions budgeted for the current fiscal year as general administrative expenses: Provided further, That not exceeding $150,000 of funds available for expenditure under this appropriation shall be used for salaries and expenses in connection with information work. the Reclamation fund, special fund, and to remain available until expended for the purposes specified in said Act. TRANSFER OF CERTAIN F A C I L I T I E S, FORT P E C K P R O J E C T, M O N T A N A

The Secretary of the Army is hereby authorized to transfer to the Department of the Interior without exchange of funds, all of the right, title, and interest of the Department of the Army in and to the following facilities, including rights-of-way (except that portion of the rights-of-way within the Fort Peck Reservoir area), but there shall be reserved the right to use the power facilities for the purpose of transmitting power to the Fort Peck project during emergency periods when the Fort Peck power plant is not functioning: (a) the Fort Peck-Rainbow (Great Falls) 161 kilovolt transmission line; (b) the Rainbow (Great Falls) terminal facilities; and (c) the Fort Peck-Whatley 50 kilovolt transmission line and substation.
