For emergencies and military expenses arising in the Department of the Army or any of its subordinate bureaus or offices in the District of Columbia, or in the Army at large, but impossible to be anticipated or classified, including personal services; the actual and necessary ei^^aatries^ "^ ^^^ expenses or per diem in lieu thereof, as may be determined and approved by the Secretary of the Army, of military and civilian personnel in and under the Department of the Army on special duty in foreign countries; to be expended on the approval or authority of the Secretary of the Army, and for such purposes as he may deem proper, and his determination thereon shall be final and conclusive upon the accounting officers of the Government and payments from this appropriation may, in the discretion of the Secretary of the Army, be made on his certificate that the expenditures were necessary for confidential military purposes; $88,000,000. To enable the Secretary of the Army, without reference to section 3734 of the Revised Statutes, as amended, and to section 1136 of the 267fi?ij^s.^. u r n Revised Statutes, as amended (except provisions thereof relating to title approval), to expedite the production of equipment and supplies for the Army for emergency national defense purposes, including all of the objects and purposes specified under each of the appropriations available to the Department of the Army during the current fiscal year, for procurement or production of equipment or supplies, for erection of structures, or for acquisition of land; the furnishing of Government-owned facilities at privately owned plants; the procurement and training of civilian personnel in connection with the production of equipment and material and the use and operation thereof, $1,000,000,000. For necessary expenses of construction, equipment, and maintenance of rifle ranges, the instruction of citizens in marksmanship, and promotion of rifle practice, in accordance with the Act of August 29, 1916 (39 Stat. 643), and the provisions of law contained in 10 U.S.C. 1184-1185 and 32 U.S.C. 181-186, including travel of rifle teams, military personnel and individuals attending regional, national, and international competitions, and not to exceed $18,000 for incidental
