The payment of said sums shall be in full satisfaction and final settlement of all claims of the above-named claimants against the United States for damages to or loss or destruction of personal property as a result of a fire that occurred on June 28, 1948, in the building in which they were quartered at Langley Air Force Base, Virginia: Provided, That no part of the amounts appropriated in this Act in excess of 10 per centum of any claim shall be paid to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with such claim, any contract to the contrary notwithstanding. Any person violating any of the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved May 25, 1951.
