For loans in accordance with said Act, and for carrying out the provisions of section 7 thereof, to be borrowed from the Secretary of 7 USC 907, 903. the Treasury in accordance with the provisions of section 3(a) of said Act as follows: Rural Electrification program, $135,000,000; and rural telephone program, $67,500,000; and additional amounts, not to exceed $45,000,000 for the rural electrification program, may be borrowed under the same terms and conditions to the extent that such additional amounts are required during the fiscal year 1954, under the then existing conditions, for the expeditious and orderly development of the program.
