loyalty, the Civil Service Commission shall refer the matter to the Federal Bureau of Investigation for the conduct of a full field investigation, the results of which shall be furnished to the Civil Service Commission for its information and appropriate action." SEC. 4. Section 10(b)(5)(B) of the Atomic Energy Act of 1946, as amended, is amended by adding the following subsection: " (v) If the President deems it to be in the national interest, he may from time to time cause investigations of any group or class which are required by sections 10(b)(5)(B)(i) and (ii) to be made by the Federal Bureau of Investigation rather than the Civil Service Commission." SEC. 5. Section 10(b)(5)(B) of the Atomic Energy Act of 1946, as amended, is amended by adding the following subsection: "(vi) Notwithstanding the provisions of sections 10(b)(5)(B) (i) and (ii) above, a majority of the members of the Commission shall certify those specific positions which are of a high degree of importance or sensitivity and upon such certification the investigation and reports required by such provisions shall be made by the Federal Bureau of Investigation rather than by the Civil Service Commission." SEC. 6. Section 12(a) of the Atomic Energy Act of 1946, as amended, is amended by adding the following subsection: "(9) authorize such of its members, officers and employees as it deems necessary in the interest of the common defense and security to carry firearms while in the discharge of their official duties. The Commission may also authorize such of those employees of its contractors engaged in guard duties at facilities owned by the United States as it deems necessary in the interest of the common defense and security to carry firearms while in the discharge of their official duties." SEC. 7. Section 12(a) of the Atomic Energy Act of 1946, as amended, is amended by adding the following subsection: "(10) make, promulgate, issue, rescind, and amend such rules and regulations as may be necessary to carry out the purposes of this Act." SEC. 8. Section 15(e) of the Atomic Energy Act of 1946, as amended, is amended by adding at the end thereof the following sentence: "The committee is authorized to permit such of its members, employees and consultants as it deems necessary in the interest of common defense and security to carry firearms while in the discharge of their official duties for the committee." SEC. 9. The provisos contained in section 1 of the Act to provide for certain investigations by the Civil Service Commission in lieu of the Federal Bureau of Investigation and for other purposes, approved April 5, 1952, are hereby repealed as of the date of this Act insofar as they apply to the Atomic Energy Act of 1946.
