' as amended, including employment of aliens; and reimbursement of General Services Administration for security guard services; $4,200,000: Provided, That, in addition, not to exceed $310,000 of the unobligated balance of the appropriation made available under this head for the fiscal year 1953 shall remain available during the current fiscal year to cover the cost of reduction in force of officers and employees whose services are terminated. OPERATIONS
For necessary expenses, not otherwise provided for, in carrying out the provisions of the Federal Civil Defense Act of 1950, as 60 Stat.* 8iof* amended (50 U.S.C. App. 2251-2297), including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); reimbursement of the Civil Service Commission for full field investigations of employees occupying positions of critical importance from s'eciint^^* uard ^^® Standpoint of national security; expenses of attendance at meetservices, ings concerned with civil defense functions; reimbursement of the General Services Administration for security guard services; not to exceed $9,000 for the purchase of newspapers, periodicals, and teletype news services; and not to exceed $6,000 for emergency and extraordinary expenses to be expended under the direction of the Administrator for such purposes as he deems proper, and his determination thereon shall be final and conclusive, $8,525,000.
