The Secretary of the A i r Force is hereby authorized to and"^"^*^i^°"ysi establish or develop military installations and facilities for aircraft telecontrol and warning system by the acquisition of land and the construction, conversion, installation, or equipment of temporary or permanent public works, including buildings, facilities, appurtenances, and utilities in the total amount of $25,875,000.
