of the Preparatory Committee of the United Nations Conference on Trade and Employment (61 Stat. (Parts 5 and 6) A7, A l l, and A2051), and, by Proclamation No. 2761A of December 16, 1947 (61 Stat. (Part 2) 1103), the President proclaimed such modifications of existing duties and other import restrictions of the United States and such continuance of existing customs or excise treatment of articles imported into the United States as were then found to be required or appropriate to carry out the said trade agreement on and after January 1, 1948; 2. WHEREAS the first item 701, and the appropriate headings, j ^ Part I of Schedule X X annexed to the General Agreement, which item was proclaimed by the said proclamation of December 16, 1947, read a s follows: "Tariff Act of 1930, paragrapii

"Provided, That not more than 200,000 head of cattle weighing less than 200 pounds each entered in the 12-month period beginning April 1 in any year, and not more than 400,000 head of cattle weighing 700 pounds or more each (other than cows i m p o r t e d

specially for dairy purposes) entered in any such period, b u t not more than 120,000 head of such cattle weighing 700 pounds or more each entered in any 3-month period beginning April 1, July 1, October 1, or January 1 within any such 12-month period, shall be dutiable a t 1}^ cents per p o u n d; and any of the foregoing cattle not subject to that r a t e of d u t y shall be dutiable a t 2%^ per l b. R. 3813), the President proclaimed the termination on that day P'^'^ of the unlimited national emergency proclaimed on May 27, 1941: cattle. NOW, THEREFORE, I, DWIGHT D. EISENHOWER, President Import duty. ^^ ^^^ United States of America, acting under authority vested in me by the Constitution and statutes, including the said section 350(a) of the Tariff Act of 1930, as amended, (ch. 474, 48 Stat. 943; ch. 118, 19use 1351, 57 Stat. 125; ch. 269, 59 Stat. 410; ch. 585, 63 Stat. 697), do proclaim that the abnormal situation in respect of cattle and meats referred to in the said first item 701 has terminated, and accordingly the first proviso to the said item shall be effective on and after April 1, 1953.
