SEC. 2. The conveyance authorized by this Act shall be conditional upon the State of Oklahoma agreeing to pay to the Secretary of the Interior, in return for the lands conveyed, an amount equal to the appraised fair market value of such lands: Provided, That the State of Oklahoma shall be allowed a period of three years from the date of enactment of this Act to make payment therefor. SEC. 3. The quitclaim deed issued under the provisions of this Act shall contain a reservation to the United States of all mineral deposits in the lands conveyed and of the right to mine and remove the same, under applicable laws and regulations to be established by the Secretary of the Interior.
