For a preclinical medical building, together with alterations and installations in connection with such construction, $4,436,000. For a power substation, together with necessary alterations within the power plant, $272,000. For repairs to the power plant, $100,000. Construction of buildings (liquidation of contract authorization): For payment of obligations incurred under authority previously rovided, to enter into contracts for the construction of the following: iology-greenhouse building, $250,000; law building, $200,000; and administration building, $700,000.

OFFICE OF EDUCATION

Promotion and further development of vocational education: For carrying out the provisions of section 3 of the Vocational Education Act of 1946 (20 U. S, C. 15), section 4 of the Act of March 10, 1924 (20 U.S.C. 29), section 1 of the Act of March 3, 1931 (20 U.S.C. 30), and the Act of March 18, 1950 (Public Law 462), $23,673,261: Frovided^ That the apportionment to the States under the Vocational Education Act of 1946 shall be computed on the basis of not to exceed $23,498,261 for the current fiscal year: Provided further, That not more than $900,000 of this appropriation shall be available for vocational education in distributive occupations. Further endowment of colleges of agriculture and the mechanic arts: For carrying out the provisions of section 22 of the Act of June 29, 1935, as amended, $2,501,500. Salaries and expenses: For expenses necessary for the Office of Education, including surveys, studies, investigations, and reports regarding libraries; fostering coordination of public and school library service; coordination of library service on the national level with other forms of adult education; developing library participation in Federal projects; fostering Nation-wide coordination of research materials among libraries, interstate library coordination and the development of library service throughout the country; purchase, distribution, and exchange of educational documents, motion-picture films, and lantern slides; collection, exchange, and cataloging of educational apparatus and appliances, articles of school furniture and models of school buildings illustrative of foreign and domestic systems and methods of education, and repairing the same; $2,900,000, of which not less than $480,000 shall be available for the Division of Vocational Education as authorized: Provided, That all receipts from non-Federal agencies representing reimbursement for expenses of travel of employees of the Office of Education performing advisory functions to the said agencies shall be deposited in the Treasury of the United States to the credit of this appropriation. Payments to school districts: For payments to local educational agencies for the maintenance and operation of schools as authorized by the Act of September 30, 1950 (Public Law 874), as amended, $55,000,000: Provided, That this appropriation shall also be available for carrying out the provisions of section 6 of such Act. Assistance for school construction: For an additional amount for providing school facilities and for grants to local educational agencies in federally affected areas, as authorized by titles III and IV of the Act of September 23, 1950 (Public Law 815), as amended, including not to exceed $575,000 for necessary expenses of technical services rendered by other agencies, $70,000,000, to remain available until expended, and of which $12,000,000 shall be available for carrying out title IV of said Act: Provided, That no part of this appropriation shall be available for salaries or other direct expenses of the Depart-
