For necessary expenses, including not to exceed $25,000 for administrative expenses, in connection with conducting surveys of Government records, and records creation, maintenance, management and disposal practices in Federal agencies, pursuant to sections 505 and 506 of the Federal Property and Administrative Services Act of 1949, as amended, $300,000: Provided, That notwithstanding any other provision of said Actj the Administrator shall have final authority in all matters involving the conduct of surveys and the implementation of recommendations based on such surveys: Provided further, That the General Services Administration is authorized to procure services in accordance with section 15 of the Act of August 2, 1946 (5 U.S.C. 55a): Provided further, That a detailed quarterly report on the progress of each survey conducted hereunder shall be made to the Appropriations Committees of the Congress. For an additional amount for "Strategic and critical materials", $380,000,000, to remain available until expended: Provided, That no part of the foregoing amount shall be used for construction of warehouses or tank storage facilities.
