Allotments.

Rental of motor vehicles.

To amend section 5 of the Flood Control Act of August 18, 1941, as amended, pertaining to emergency flood control work.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 5 of the Flood Control Act of August 18, 1941, as amended by section 210 of the Flood Control Act of 1950, is hereby further amended to read as follows: "That there is hereby authorized an emergency fund in the amount of $15,000,000 to be expended in flood emergency preparation; in flood fighting and rescue operations, or in the repair or restoration of any flood-control work threatened or destroyed by flood, including the strengthening, raising, extending, or other modification thereof as may be necessary in the discretion of the Chief of Engineers for the adequate functioning of the work for flood control. The appropriation of such moneys for the initial establishment of this fund and for its replenishment on an annual basis, is hereby authorized: Provided, That pending the appropriation of said sum, the Secretary of the Army may allot, from existing flood-control appropriations, such sums as may be necessary for the immediate prosecution of the work herein authorized, such appropriations to be reimbursed from the appropriation herein authorized when made. The Chief of Engineers is authorized, in the prosecution of work in connection with rescue operations, or in conducting other flood emergency work, to acquire on a rental basis such motor vehicles, including passenger cars and buses, as in his discretion are deemed necessary." AN ACT Authorizing Gus A. Guerra, his heirs, legal representatives, and assigns, to construct, maintain, and operate a toll bridge across the Kio Grande, at or near Rio Grande City, Texas.

Be it enacted by the Senate and House of Representatives of the Gus A. Guerra. United States of America in Congress assembled, That in order to Bridge construe tion authority. facilitate international commerce, improve the postal service, and other purposes, Gus A. Guerra, his heirs, legal representatives, and assigns, be, and is hereby, authorized to construct, maintain, and operate a toll bridge and approaches thereto across the Rio Grande, so far as the United States has jurisdiction over the waters of such river, at a point suitable to the interests of navigation, at or near Rio Grande City, Texas, in accordance with the provisions of the Act entitled "An Act to regulate the construction of bridges over navigable waters", 34 Stat. 8 4. approved March 23, 1906, subject to the conditions and limitations 33 USC 491-498. contained in this Act, and subject further to the approval of the International Boundary and Water Commission, United States and Mexico, and also subject to the approval of the proper authorities in the Republic of Mexico to the construction, operation, and maintenance of such bridge. Guerra, his heirs, legal representatives, and assigns, all such rights and powers to enter upon lands and to acquire, occupy, possess, and use real estate and other property in the State of Texas needed for the location, construction, operation, and maintenance of such bridge and its approaches, as
