the grade of major general for all purposes, without regard to any limitations on the number of officers in that grade, and shall receive the pay and allowances of an officer of that grade and his length of service, and Avhen retired under any provision of law shall be advanced on the retired list to such grade and shall receive the retired or retirement pay at the rate jDrescribed by law computed on the basis of the basic pay which he would receive if serving on active duty in such grade.
