of the Act of June 30, 1949 (40 U.S.C. 481 (c)), and the exchange allowances or proceeds of such sales shall be available for replacement of an equal number of such vehicles and the cost, including the exchange allowance of each such replacement, except buses and station wagons, shall not exceed $1,400: Provided further, That, notwithstanding the provisions of section 3679 of the Revised Statutes, as amended (31 U.S.C. 665), the United States Information Agency is authorized in making contracts for the use of international shortwave radio stations and facilities, to agree on behalf of the United States to indemnify the owners and operators of said radio stations and facilities from such funds as may be hereafter appropriated for the purpose against loss or damage on account of injury to persons or property arising from such use of said radio stations and facilities: Provided further, That existing appointments and assignments to the Foreign Service Reserve for the purposes of foreign information and educational activities which expire during the current fiscal year may be extended for a period of one year in addition to the period of appointment or assignment otherwise authorized: Provided further, That funds appropriated herein shall be available for payment to private organizations abroad in pursuance of contracts entered into for the processing and distribution of motion-picture films.

TITLE V—FUNDS A P P R O P R I A T E D TO THE P R E S I D E N T REFUGEE RELIEF

For expenses necessary to enable the President, by transfer to such officer or agency of the Government as may be appropriate, to carry out the provisions of the Refugee Relief Act of 1953 (Public Law 203, approved August 7, 1953), including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), at rates not in excess of $50 per diem for individuals; printing and binding outside the continental United States without regard to section 11 of the Act of March 1, 1919 (44 U.S.C. I l l); hire of passenger motor vehicles; expenses of attendance at meetings concerned with the purpose of this appropriation; not to exceed $89,000 for expenses of a confidential nature, to be accounted for solely on the certificate of the officer to whom funds are transferred by the President from this appropriation; and of which not less than $2,000,000 shall be for capital for the making of loans; $15,000,000: Provided, That funds appropriated herein shall be available in accordance with authority granted hereunder or under authority governing the activities of the Government agencies to which such funds are allocated.

TITLE VI—FEDERAL PRISON INDUSTRIES, INCORPORATED The following corporation is hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to such corporation, and in accord with the law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government (Corporation Control Act, as amended, as may be necessary in carrying out the programs set forth in the Budget for the fiscal year 1956 for such corporation, except as hereinafter provided:
