After the exchange of ratifications of the Treaty of Mutual Understanding and Cooperation, signed January 25, 1955, by the United States of America and the Republic of Panama (Senate Executive F, Eighty-fourth Congress, first session; ratification advised by the Senate), the Secretary of the Treasury shall cause to be paid annually (in lieu of the annual payment provided under this head in the Department of State Appropriation Act, 1954), out of any money in the Treasury not otherwise appropriated, $1,930,000 as a payment to the Republic of Panama in accordance with article I thereof.
