For an additional amount for "Operations", $16,000,000: Provided, That the Postmaster General, with the approval of the Director 01 the Bureau of the Budget, may transfer such sums (not to exceed $2,000,000) as he deems necessary from any appropriation available to the Post Office Department for the remainder of the fiscal year ending June 30, 1956, to any other such appropriation or appropriations without regard to the limitations imposed by the first proviso contained in the paragraph under the heading "Operations' in title II of the Treasury-Post Office Appropriation Act, 1956.
