For an additional amount for "Salaries and expenses", for plant and animal disease and pest control, not to exceed $950,000, to be derived by transfer from any appropriation, for the fiscal year 1957, available to the Department of Agriculture for salaries and expenses (exclusive of such appropriations which include funds for grants): Provided, That the amount transferred shall be apportioned for use pursuant to section 3679 of the Revised Statutes, as amended, for the control of outbreaks of insects and plant diseases under the joint resolution approved May 9, 1938 (7 U.S.C. 148-148e), and the Act of August 13, 1954 (7 U.S.C. 148), to the extent necessary to meet emergency conditions. For an additional amount for "Federal-aid higliways (trust fund)", to remain available until expended, not more than $250,000,000 to be derived from the highway trust fund, which sum is a part of the amount authorized to be appropriated for the fiscal year 1957. PUBLIC LANDS HIGHWAYS (LIQUIDATION OF CONTRACT AUTHORIZATION)
For an additional amount for "Public lands highways (liquidation of contract authorization)", to remain available until expended, $900,000, which sum is a part of the amount authorized to be appropriated for the fiscal year 1957.
