ing the carrying out of Acts requiring or authorizing the use of such credits) and for liquidation of obligations legally incurred against such credits prior to July 1, 1953, only when reimbursement therefor is made to the Treasury from applicable appropriations of the agency concerned: Provided, That such credits received as exchange allowances or proceeds of sales of personal property may be used in whole or part payment for acquisition of similar items, to the extent and in the manner authorized by law, without reimbursement to the Treasury: Provided further, That nothing in section 1415 of the Act of July 16, 1952, or in this section shall be construed to prevent the making of new or the carrying out of existing contracts, agreements, or executive agreements for periods in excess of one year, in any case where such contracts, agreements, or executive agreements for periods in excess of one year were permitted prior to the enactment of this Act under section 32(b)(2) of the Surplus Property Act of 1944, as amended (50 U.S.C. A p p. 1641 (b)(2)), and the performance of all such contracts, agreements, or executive agreements shall be subject to the availability of appropriations for the purchase of credits as provided by law. SEC. 210. No part of any appropriation contained in this Act, or of the funds available for expenditure by any individual, corporation, or agency included in this Act, shall be used for publicity or propaganda purposes designed to support or defeat legislation pending before Congress. SEC, 211. This Act may be cited as the "General Government Matters Appropriation Act, 1959". Approved June 25, 1958.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress a;ssembled,That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Department of Commerce and related agencies for the fiscal year ending June 30, 1959, namely: TITLE I — DEPARTMENT OF COMMERCE GENERAL ADMINISTRATION SALARIES AND EXPENSES
For expenses necessary for the general administration of the Department of Commerce, $2,730,000. AVIATION WAR RISK INSURANCE REVOLVING F U N D

The Secretary of Commerce is hereby authorized to make such expenditures, within the limits of funds available pursuant to section 1306 of the Act of June 14, 1951, as amended (49 U.S.C. 716), and in accordance with section 104 of the Government Corporation Control Act, as amended (31 U.S.C. 849), as may be necessary in carrying out the programs set forth in the budget for the fiscal year 1959 for aviation war risk insurance activities under said Act (49 U.S.C. 711-722).
