SEC. 103. (a) The Secretary of the Army may establish or develop un^f",^^'""';"*'" l^ Army installations and facilities by proceeding with construction quirements.* ^ made necessary by changes in Army missions, new weapons developments, new and unforeseen research and development requirements, or improved production schedules, if the Secretary of Defense determines that deferral of such construction for inclusion in the next military construction authorization Act would be inconsistent with interests of national security^, and in connection therewith to acquire, construct, convert, rehabilitate, or install permanent or temporary public works, including land acquisition, site preparation, appurtenances, to utilities, and equipment, in the total amount of $10,000,000: Provided,g report n a l Co n essio comThat the Secretary of the Army, or his designee, shall notify the Com- mltteVs mittees on Armed Services of the Senate and House of Representatives immediately upon reaching a final decision to implement, of the cost of construction of any public work undertaken under this section, including those real estate actions pertaining thereto. This authorization will expire as of September 30, 1960, except for those public works projects concerning which the Conunittees on Armed Services of the Senate and House of Representatives have been notified pursuant to this section prior to that date. (b) Section 103 of the Act of August 20, 1958 (72 Stat. 636, 638), Partial repeal. is herebj repealed except for those public works projects thereunder concerning which the Committees on Armed Services of the Senate and House of Representatives have been notified prior to the date of enactment of this Act. Family housing. SEC. 104. (a) I n accordance with the provisions of section 407 of 5 USC:i71z-l. the Act of September 1, 1954 (68 Stat. 1119, 1125), as amended, the Secretary of the Army is authorized to construct, or acquire by lease or otherwise, family housing for occupancy as public quarters and community facilities at the following locations by utilizing foreign currencies acquired pursuant to the provisions of the Agricultural Trade Development and Assistance Act of 1954 (68 Stat. 454) or 7 USC 1591 note. through other commodity transactions of the Commodity Credit Corporation: Various locations, France, 400 units. Army Security Agency, location 12, 157 units and community facilities. (b) I n accordance with the provisions of title IV of the Housing 42 Amendments of 1955 (69 Stat. 646), as amended, the Secretary of the I594f. u s e 15 9 4 Army is authorized to construct family housing for occupancy as public quarters at the following locations: INSIDE THE UNITED STATES
