lows: "That for the fiscal year beginning July 1, 1958, not to exceed $78,000,000, and for each of the two fiscal years thereafter, not to exceed $75,000,000, of the funds of the Commodity Credit Corporation shall be used to increase the consumption of fluid milk by children (1) in nonprofit schools of high school grade and under; and (2) in nonprofit nursery schools, child-care centers, settlement houses, summer camps, and similar nonprofit institutions devoted to the care and training of children." Making a supplemental appropriation for the Department of Labor for the fiscal year 1959, and for other purposes. For an additional amount for "Unemployment compensation for veterans and Federal employees", $40,000,000: Provided, That obligations incurred and expenditures made pursuant to this joint resolution shall be charged to the appropriation under this heading in the Second Supplemental Appropriation Act, 1959 (H.R. 5916), whenever such Act containing such appropriation is enacted into law. AN ACT To authorize appropriations to the National Aeronautics and Space Administration for salaries and expenses, research and development, construction and equipment, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) there is hereby authorized to be appropriated to the National Aeronautics and Space xVdministration for the hscal year 1959 the sum of $18,354,000 as follows: (1) For an additional amount for "Salaries and expenses", $3,;354,O00. (2) For an additional amount for "Research and development", $20,750,000. (3) For an additional amount for "Construction and equipment", $24,250,000 as follows: (A) J e t Propulsion Laboratory, Pasadena, California: New facilities, improvements to existing facilities, and approximately seventy acres of land, $9,000,000; and
