The following corporations and agencies are hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to each such corporation or agency and in accord with law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the programs set forth in the budget for the fiscal year 1961 for such corporation or agency, except as hereinafter provided: FEDERAL CROP INSURANCE CORPORATION F U N D

To reimburse the Commodity Credit Corporation for authorized unrecovered costs through June 30, 1960 (including interest through date of recovery), as follows: (1) $32,572,000 under the International Wheat Agreement Act of 1949, as amended (7 U.S.C. 1641-1642); (2) $107,094,000 for commodities disposed of for emergency famine relief to friendly peoples pursuant to title II of the Act of July 10, 1954^ as amended (7 U.S.C. 1703, 1721-1724); (3) $881,000,000 for the sale of surplus agricultural commodities for foreign currencies pursuant to title I of the Act of July 10, 1954, as amended (7 U.S.C. l701-l709); (4) $18,000 for grain made available to the Secretary of the Interior to prevent crop damage by migratory waterfowl pursuant to the Act of July 3, 1956 (7 U.S.C. 442-446); (5) $422,950,000 for strategic and other materials acquired by the Commodity Credit Corporation as a result of barter or exchange of agricultural commodities or products and transferred to the supplemental stockpile pursuant to Public Law 540, Eighty-fourth Congress (7 U.S.C. 1856): Provided, That the unexpended balances of funds heretofore provided for the various purposes under this head may remain available until expended for the purposes for which appropriated and may be merged with the funds provided in this paragraph.
