owned by the Treasury of the United States: Provided, That not to exceed $90,000 may be used for representation abroad: Provided further, That this appropriation shall be available for expenses in connection with travel of personnel outside the continental United States, including travel of dependents and transportation of personal effects, household goods, or automobiles of such personnel, when any part of such travel or transportation begins in the current fiscal year pursuant to travel orders issued in that year, notwithstanding the fact that such travel or transportation may not be completed during the current year: Provided further, That funds may be exchanged for payment of expenses in connection with the operation of information establishments abroad without regard to the provisions of section 3651 of the Revised Statutes (31 U.S.C. 543): Provided further, That passenger motor vehicles used abroad exclusively for the purposes of this appropriation may be exchanged or sold, pursuant to section 201(c) of the Act of June 30, 1949 (40 U.S.C. 481(c)), and the exchange allowances or proceeds of such sales shall be available for replacement of an equal number of such vehicles and the cost, including the exchange allowance of each such replacement, except buses and station wagons, shall not exceed $1,500: Provided further, That, notwithstanding the provisions of section 3679 of the Revised Statutes, as amended (31 U.S C. 665), the United States Information Agency is authorized in making contracts for the use of international shortwave radio stations and facilities, to agree on behalf of the United States to indemnify the owners and operators of said radio stations and facilities from such funds as may be hereafter appropriated for the purpose against loss or damage on account of in3ury to persons or property arising from such use of said radio stations and facilities: Provided further, That existing appointments and assignments to the Foreign Service Reserve for the purposes of foreign information and educational activities which expire during the current fiscal year may be extended for a period of one year in addition to the period of appointment or assignment otherwise authorized.

SALARIES AND E X P E N S E S ( S P E C I A L FOREIGN CURRENCY PROGRAM)

For purchase of foreign currencies which accrue under title I of the Agricultural Trade Development and Assistance Act of 1954, as amended (7 U.S.C. 1704), for the purposes authorized by sections 104(i) and 104(j) of that Act, to remain available until expended, $3,000,000, of which not less than $2,011,600 shall be available only to purchase currencies which the Treasury Department shall determine to be excess to normal requirements of the United States: Provided, That this appropriation shall not be used for the purchase of currencies available in the Treasury for the purposes of section 104(f) unless such currencies are excess to the normal requirements of the United States: Provided further, That the dollar value of the unexpended balances, as of June 30, 1960, of allocations of foreign currencies heretofore made for the purposes of such sections 104(i) and 104(j) is appropriated as of that date and shall be merged with this appropriation.

ACQUISITION A N D CONSTRUCTION OF RADIO F A C I L I T I E S

For an additional amount for the purchase, rent, construction, and improvement of facilities for radio transmission and reception, purchase and installation of necessary equipment for radio transmission and reception, without regard to the provisions of the Act of June 30, 1932 (40 U.S.C. 278a), and acquisition of land and interests in land by purchase, lease, rental, or otherwise, $8,740,000, to remain available until expended: Provided, That this appropriation shall be available for acquisition of land outside the continental United States without
