Private Law 87-61 AN ACT For the relief of the estate of William M. Farmer. Be it enacted by the Seriate and House of Representatives of the United States of America in Congress assembled, That the Administrator of Veterans' Affairs shall pay, out of current appropriations for the payment of compensation for service-connected disabilities, to Mrs. Ola F. Thompson, as administratrix of the estate of William M. Farmer (Veterans' Administration claim numbered XC-1312694), the sum of $7,744.25. Such sum represents the amounts withheld from the compensation payable to the said William M. Farmer while he was receiving treatment in a Veterans' Administration facility, which amount was sent to an address where the veteran was no longer residing, and was not forwarded to his borrect address until after his death. The Administrator of Veterans' Affairs has held that the proceeds of such check may not be paid to any person, on the ground that the veteran did not cash the check before his death: Provided, That no part of the amount paid pursuant to this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved June 21, 1961.
