United States for permanent residence as of the date of the enactment Quota deduction, of this Act, upon payment of the required visa fees. Upon the granting of permanent residence to such aliens as provided for in this Act, the Secretary of State shall instruct the proper (juota-control officer to deduct the required numbers from the appropriate quota or quotas for the first year that such quota or quotas are available. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, for the purposes of sections 203(a)(3) and 205 of the Immigration and Nationality Act, the minor child, Mary Elizabeth Sidor Polkowska shall be held and considered to be the natural-born alien child of Mrs. Therese Polkowska, a lawful permanent resident of the United States. Be it enacted by the Senxite and House of Representatives of the United States of America in Congress assembled, That, in the administration of the Act of September 26, 1961 (75 Stat. 650), Edward Yin Liang shall be deemed to be within the purview of section 25(a) of that Act. Upon the granting of permanent residence to such alien as provided for in this Act, the Secretary of State shall instruct the proper quota-control officer to deduct one number from the appropriate quota for the first year that such quota is available.
