AN ACT

Making appropriations for sundry independent executive bureaus, boards, commissions, corporations, agencies, and offices, for the fiscal year ending June 30, 1963, and for other purposes.

Be it enacted by the Senate and House of Representatives of the Independent Of- United States of America in Congress assembled, That the following fices Appropria- sums are appropriated, out of any money in the Treasury not otherwise °" '^' • appropriated, for sundry independent executive bureaus, boards, commissions, corporations, agencies, and ojSices, for the fiscal year ending June 30, 1963, namely: TITLE I EXECUTIVE OFFICE OF THE PKESIDENT N A T I O N A L A E R O N A U T I C S A N D S P A C E COUNCIL SALARIES AND EXPENSES

For expenses necessary for the National Aeronautics and Space Council, established by section 201 of the National Aeronautics and Space Act of 1958, as amended (42 U.S.C. 2471), including hire of passenger motor vehicles, reimbursement of the General Services Administration for security guard services, and services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), but at rates for individuals not to exceed $100 per diem, $530,000. OFFICE O F EMERGENCY PLANNING SALARIES AND EXPENSES

For expenses necessary for the Office of Emergency Planning, including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); reimbursement of the General Services Administration for security guard services; expenses of attendance of cooperating officials and individuals at meetings concerned with the work of the Office; $5,000,000: Provided, That contracts for not to exceed two persons under this appropriation for temporary or intermittent services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), may be renewed annually, and one such contract may provide for a per diem rate of not to exceed $75. CIVIL DETENSE AND DEFENSE MOBILIZATION FUNCTIONS or FEDERAL AGENCIES

For expenses necessary to enable other Federal agencies to perform civil defense and defense mobilization functions, including payments by the Department of Labor to State employment security agencies for the full cost of administration of defense manpower mobilization activities, $5,000,000,
