Public Law 87-765 AN ACT To establish in the Library of Congress a library of musical scores and other instructional materials to further educational, vocational, and cultural opportunities in the field of music for blind persons. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) the Librarian of Cosgress shall establish and maintain a library of musical scores, instructional texts, and other specialized materials for the use of blind residents of the United States and its possessions in furthering their educational, vocational, and cultural opportunities in the field of music. Such scores, texts, and materials shall be made available on a loan basis under regulations developed by the Librarian or his designee in consultation with persons, organizations, and agencies engaged in work for the blind. (b) There are authorized to be appropriated such amounts as may be necessary to carry out the provisions of this Act. Approved October 9, 1962.

To consent to the amendment of the Pacific Marine Fisheries Compact and to the imrticipation of certain additional States in such compact in accordance with the terms of such amendment.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Pacific Marine Congress is hereby given to (1) the amendment of the Pacific Marine fisheries comFisheries Compact, initially approved by the Act of July 24, 1947 (61 "*'*' *"*" "*"**• Stat. 419), between the States of California, Oregon, and Washington, by the addition of a new article X II to such compact as set forth in section 2 of this Act, and (2) to the participation m such compact, in accordance with the terms of such article, of the States of Alaska and .,i, Hawaii and any other State having rivers or streams tributary to the Pacific Ocean. SEC. 2. Article X II of the Pacific Marine Fisheries Compact, as agreed to by the States of California, Oregon, and Washington, reads as follows: "ARTICLE

"The States of Alaska or Hawaii, or any state having rivers or Addiuonai streams tributary to the Pacific Ocean may become a contracting state ^*p*^,' Participation. by enactment of the Pacific Marine Fisheries Compact. Upon admission of any new state to the compact, the purposes of the compact and the duties of the 'commission shall extend to the development of joint programs for the conservation, protection and prevention of physical waste of fisheries in which the contracting states are mutually concerned and to all waters of the newly admitted state necessary to develop such programs. "This article shall become effective upon its enactment by the States of California, Oregon, and Washington and upon ratification by Congress by virtue of the authority vested in it under Article 1, section 10, of the Constitution of the United States."
