Be it enacted by the Senate and House of RepreHentativeH of the UnitedStates of America m Congre/i-s assembled, That there are appro- District of copriated for the District of Cokimbia for the fiscal year ending June ^^^^^\^^^ll\^l' 80, 19(54, out of (1) the general fund of the District of Columbia (unless otherwise herein specifically provided), hereinafter known as the general fund, such fund being composed of the revenues of the District of Columbia other than those applied by law to special funds, and $37,500,000, which is hereby appropriated for the purpose out of any money in the Treasury not otherwise appropriated (to be advanced July 1, 1963), (2) the highway fund (when designated as jiayable therefrom), established by law (D.C. Code, title 47, ch. 19), D.C. code 47including the motor vehicle parking account (when designated as ^^°^ *° 47-1919, payable therefrom), established by law (Public Law 87-408), (3) the D.C. code 4owater fund (when designated as payable therefrom), established by ^°^law (D.C. Code, title 43, ch. 15), and $1,924,000, which is hereby D.C. code 43appropriated for the purpose out of any money in the Treasury not ^soi to 43-1541. otherwise appropriated (to be advanced July 1, 1963), (4) the sanitary sewage works fund (when designated as payable therefrom), established by law (Public Law 364, 83d Congress), and $944,000, which 68 Stat. 104. is hereby appropriated for the purpose out of any money in the ^R'^' ^°^^ ^^' Treasury not otherwise appropriated (to be advanced July 1, 1963), and (5) the metropolitan area sanitary sewage works fund (when designated as payable therefrom), established by law (Public Law 85-515); and there is hereby appropriated, out of any money in the 74 Stat. 210. Treasury not otherwise appropriated, $19,300,000, which, together with ^^^•^' *^°'^^ '^^' balances of previous appropriations for this purpose, shall remain available until expended, for loans authorized by the Act of May 18, 1954 (68 Stat. 101), the Act of June 6, 1958 (72 Stat. 183), and the D.C. code 43Act of August 27, 1963 (77 Stat. 130), to be advanced upon request ^5^°' ^-220of the Commissioners to the following funds: general fund, $11,300,000 and sanitary sewage works fund, $8,000,000. DISTRICT OF COLUMBIA F U N D S OPERATING EXPENSES For expenses necessary for functions under this general head: GENERAL OPERATING EXPENSES

General operating expenses, plus so much as may be necessary to compensate the Engineer Commissioner at a rate equal to each civilian member of the Board of Commissioners of the District of Columbia, hereafter in this Act referred to as the Commissioners; $17,882,878, of which $375,000 (to remain available until expended) shall be available solely for District of Columbia employees' disability compensation and $250,000 shall remain available until December 31, 1964, for the purpose of conducting the 1964 Presidential election in the District of Columbia, and $164,200 shall be payable from the high-
