To carry out parts B and C of title VII of the Public Health Service Act, $110,782,000, of which $60,000,000 is for grants to assist in construction of new teaching facilities pursuant to paragraph (1) of section 720 of the Act, $20,000,000 is tor grants to assist in construction of new teaching facilities for dentists pursuant to paragraph (2) of section 720, $20,000,000 is for grants for replacement or rehabilitation of existing teaching facilities pursuant to paragraph (3) of section 720, and $10,200,000 is for loans and for assisting in the establishment and operation of student loan funds pursuant to such part C: Provided, That amounts appropriated herein for grants and loans shall remain available until expended. Loans and payments for the next succeeding fiscal year: For making, after March 31 of the current fiscal year, loans and payment to schools under part C of title VII of the Public Health Service Act for the first quarter of the next succeeding fiscal year such sums as may be necessary, and the obligations incurred and expenditures made hereunder shall be charged to the appropriation for that purpose for such fiscal year: Provided, That such payments to schools pursuant to this paragraph may not exceed 50 per centum of the amount authorized in such part C for this purpose for the next succeeding fiscal year.
