DISASTER RELIEF

For expenses necessary to carry out the purposes of the Act of September 30, 1950, as amended (42 U.S.C. 1855-1855g), authorizing assistance to States and local governments in major disasters, $20,000,000, to remain available until expended: Provided, That not to exceed 3 per centum of the foregoing amount shall be available for administrative expenses.

DEPARTMENT OF DEFENSE CIVIL DEFENSE OPERATION AND MAINTENANCE

For expenses, not otherwise provided for, necessary for carrying out civil defense activities, including the hire of motor vehicles; and financial contributions to the States for civil defense purposes, as authorized by law, $75,000,000, of which not to exceed $16,000,000 shall be available for allocation under section 205 of the Federal Civil Defense Act of 1950, as amended, and not to exceed $14,500,000 shall be avail- H Jg°^- ^^; able for management expenses for civil defense including not to exceed 2286. 1,000 positions. For expenses, not otherwise provided for, necessary for studies and research to develop measures and plans for civil defense, and for continuing shelter surveys, marking and stocking, $30,200,000, to remain available until expended. GENERAL PROVISIONS

Appropriations contained in this Act for carrying out civil defense activities shall not be available in excess of the limitations on appropriations contained in Section 408 of the Federal Civil Defense Act, as amended (50 U.S.C. App. 2260). ^.^111% 1257; 72 Stat. 534. No part of any appropriation in this Act shall be available for the ^^ '"' ^ construction of warehouses or for the lease of warehouse space in any building which is to be constructed specifically for civil defense activities. No part of any appropriation contained in this Act, or of the funds available for expenditure by any corporation or agency included in this Act, shall be used for construction of fallout shelters except in construction of new buildings under the heading, "Construction, Public Buildings Projects", for the fiscal year 1965.
