payment of rewards; purchase and exchange of farm products and livestock; construction of buildings at prison camps; and acquisition of land as authorized by section 7 of the Act of July 28, 1950 (5 U.S.C. 341f); $54,750,000: Provided, That there may be transferred to the ^^ ^*^'- 3«Public Health Service such amounts as may be necessary, in the discretion of the Attorney General, for direct expenditure by that Service for medical relief for inmates of Federal penal and correctional institutions. BUILDINGS AND FACILITIES

For constructing, remodeling, and equipping necessary buildings and facilities at existing penal and correctional institutions, and for construction of a replacement institution for the National Training School, and a new psychiatric institution, including all necessary expenses incident thereto, by contract or force account, $19,202,000: Provided, That labor of United States prisoners may be used for work performed under this appropriation. SUPPORT OF UNITED STATES PRISONERS

For support of United States prisoners in non-Federal institutions, including necessary clothing and medical aid, and payment of rewards, $4,400,000. GENERAL PROVISIONS—DEPARTMENT OF JUSTICE

to pay the compensation of any person hereafter employed as an attorney (except foreign counsel employed in special cases) unless such person shall be duly licensed and authorized to practice as an attorney under the laws of a State, territory, or the District of Columbia. SEC, 203. Seventy-five per centum of the expenditures for the offices Reimbursements of the United States attorney and the United States marshal for the *° District of Columbia from all appropriations in this title shall be reimbursed to the United States from any funds in the Treasury of the United States to the credit of the District of Columbia. SEC. 204. Appropriations and authorizations made in this title „j^"n"'^^"*'° ^* which are available for expenses of attendance at meetings shall be "** "^" expended for such purooses in accordance with regulations prescribed by the Attorney General. SEC. 205. Appropriations and authorizations made in this title for salaries and expenses shall be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), at rates not so Stat. sio. to exceed $75 per diem for individuals. SEC. 206. Appropriations for the current fiscal year for "Salaries and expenses, general administration", "Salaries and expenses, United States Attorneys and Marshals", "Salaries and expenses, Federal Bureau of Investigation", "Salaries and expenses, Immigration and Naturalization Service", and "Salaries and expenses, Bureau of Prisons", shall be available for uniforms and allowances therefor as authorized by the Act of September 1, 1954, as amended (5 U.S.C. 2 1 3 1).
