Private Law 89-59 AN ACT

For the relief of Jack C. Winn, Junior.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That Jack C. Winn, Junior, of Roswell, New Mexico, is hereby relieved of all liability for repayment to the United States of the sum of $721.25, representing overpayments made on the date of his release from active duty in the United States Army on April 18, 1958, as a result of administrative error in the computation of payments due for accrued leave and excess leave. I n the audit and settlement of the accounts of any certifying or disbursing ofScer of the United States, full credit shall be given for the amount for which liability is relieved by this Act. SEC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the said Jack C. Winn, Junior, the sum of any amounts received or withheld from him on account of the overpayments referred to in the first section of this Act. No part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved September 1, 1965.

For the relief of the estate of Donovan C. MofEett.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, for the purposes of laws and regulations relating to national service life insurance, the late Donovan C. Motfett, of Cortland, New York, shall be deemed to have made timely payment to the Veterans' Administration of the March 1963 premium on his national service life insurance five-year level premium term policy (V-2414184), the said Donovan C. Moffett having been physically and mentally incapable of attending to any business matters from February 26, 1963, until the date of his death, April 16, 1963. SEC. 2. Any insurance benefits paid under the authority of this Act shall be made from the national service life insurance appropriation, and the amount so paid shall be reduced by the amount of any unpaid premiums upon the policy referred to in this Act.
