importer of such tire or tube, he shall be liable for tax under section 4071 (a) in the same manner as if such tire or inner tube had been sold by him on such first day. This subsection shall not apply to an article in respect of which tax has been imposed by section 4071 of the Internal Revenue Code of 1954. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That all of the right, title, aud interest of the United States in the 487 acres, more or less, described below are hereby declared to be held in trust for the Confederated Salish and Kootenai Tribes of the Flathead Reservation, Montana. The area described contains 40 acres.
