For grants for urban renewal, fiscal year 1969, as an additional amount for urban renewal programs, as authorized by title I of the Housing Act of 1949, as amended (42 LT.S.C. 1450 et seq.), and section -^1^ of the Housing Act of 1954, as amended (42 U.S.C. 1452a), $750,000,000, to remain available mitil expended: Provided, That no part of any appropriation in this Act shall be used for administrative expenses in connection with commitments for grants aggregating more than the total of amounts available in the current year from the amounts authorized for making such commitments through June 30, 1967, plus the additional amounts appropriated therefor.
