not attained their nineteenth birthday, and who reside with the addressee. " (h) The provisions of subchapter II of chapter 5 (relating to administrative procedure) and chapter 7 (relating to judicial review) of part I of title 5, United States Code, shall not apply to any provisions of this section. " (i) For the purposes of this section— "(1) mail matter, directed to a specific address covered in the order of the Postmaster General, without designation of a specific addressee thereon, shall be considered as addressed to the person named in the Postmaster General's order; and "(2) the term 'children' includes natural children, stepchildren, adopted children, and children who are wards of or in custody of the addressee or who are living with such addressee in a regular parent-child relationship.". (b) The table of contents of chapter 51 of title 39, United States Code, is amended by adding at the end thereof— "4009. Prohibition of pandering advertisements in the mails.".

Effective date.

SEC. 401. Section 8704(a) of title 5, United States Code, is amended to read as follows: " (a) An employee eligible for insurance is entitled to be insured for an amount of group life insurance, plus an equal amount of group accidental death and dismemberment insurance, in accordance with the following schedule, which schedule shall be automatically extended correspondingly by the amounts of increases in the annual rate of basic pay for positions at level II of the Executive Schedule under section 5313 of this title: If annual pay IsGreater than-
